Multiple exciting opportunities exist for Interns at the Department of Treasury and Finance to apply your economics, finance, or accounting studies to real world problems. Internships are offered on a full time, fixed term basis across DTF in the Economic Division, the Budget and Finance Division, the Commercial Division, as well as the Essential Services Commission (ESC).
The Economic Division
The Economic Division is responsible for providing advice on economic and fiscal policy. Groups within the Economic Division include the Economic Policy Group, Revenue Group and Service Delivery and Reform Group. The key functions of DTF's Economic Division are outlined below:
- The Economic Division provides advice to Government on economic, fiscal, and public policy. There are four Groups within the Economic Division, whose key functions are outlined below.
- The Economic Policy Group provides analysis and advice on economic strategy, transport and planning, and resources and environment policies.
- The Social Group analyses policy, provides advice, and implements projects in policy areas such as housing, health, human services, early intervention, and education and skills.
- The Revenue Group provides analysis and advice on tax policy, intergovernmental financial relations, revenue forecasting and gambling policy.
- The Regulation Group provides advice on regulatory issues across a range of government policy, including engagement on construction, competition, consumer-related, workplace safety, risk, insurance, and local government issues.
- Economics and Public Policy interns will also be considered for an internship with the ESC, Victoria's independent regulator of the electricity, gas, water and sewage, taxi, ports, and rail freight industries.
Budget & Finance Division
The Budget and Finance Division provides advice to Government on resource allocation and fiscal strategy. There are two Groups within the Budget and Finance Division that will be taking interns, whose key fnctions are outlined below:
- Budget Strategy Group manages Victoria's fiscal strategy and delivers budget aggregates in line with government policy. The group also advises on public sector financial and governance frameworks, examines whole of government reforms to improve public sector efficiency, and industrial relations (enterprise agreements costings) and frameworks.
- Portfolio Analysis (PA) provides advice on resource allocation to the Treasurer. The Group is the first point of contact with DTF for all departments in relation to budget submissions, finance issues and performance reporting.
- PA provides expertise on policy and programs, monitors departmental performance (both financial and service delivery), and promotes sound financial management of the state's fiscal resources more broadly.
Commercial Division
The Commercial Division provides advice to Government on the State's capital investments and commercial and transactional activities. There is one Group within the Commercial Division that will be taking interns, whose key functions are outlined below:
- Infrastructure Policy and Assurance develops infrastructure policy frameworks and advises the Government on investment decisions and project assurance issues to improve how the public sector manages assets and develops and procures infrastructure.
About the role
As an intern at DTF or the ESC, you will be placed in one of the above groups for 12-weeks between December 2023 and February 2024 (start and end dates can be negotiated). In this role, you will report to a Senior Economist/Senior Policy Analyst and work on a range of tasks.

Interns who successfully complete the internship program are strongly encouraged to apply for the Victorian Public Service (VPS) GRADS Program following the completion of the intern program. The VPS GRADS Program offers ongoing positions across the VPS.
About you
As a highly motivated economics or accounting/finance student in your penultimate or final year of university, you will possess genuine interest in the role of economics/econometrics/ accounting in public policy. Interns are not expected to have any practical experience in economics or public policy.
