In support of Vision 2030, and evolution of the GAMI requirements and urgency for establishment of Localization plans for current and pending RTN contracts, Raytheon Saudi Arabia has established a Localization strategy focused on meeting customer expectations. Key to this strategy is building an in-country & centralized RTN SA localization capability and indigenous Supply / Industry base in KSA.

We are looking for a Program Manager (PM) to lead the execution of the Enhanced Repair Capability (ERC) program in the Kingdom of Saudi Arabia. This program will encompass the development and implementation of broad depot capability to perform repair of Patriot system Battery Replaceable Units (BRUs). The role requires governance and surveillance of a program team in a matrixed organization and through management of critical subcontracts. This role is based in Jeddah, Saudi Arabia

Responsibilities:

  • Responsible for the execution of the Enhanced Repair Capability (ERC) program in the Kingdom of Saudi Arabia. This oversight includes day-to-day management, Export/Import Compliance, customer interface and adherence to the approved Estimate at Completion (EAC), mitigating risks and capturing available opportunities The role with have restricted approval authority for Budget Change Requests (BCR) and quarterly EAC approval.
  • Accountable for following the program strategy and technical direction for program execution. Will be the primary contact and responsible for meeting contractual commitments including those associated with financial, quality, technology, and schedule performance. Complete the assigned program activities within the contractual boundaries, company expectations, and established standards while using the approved business model and management tools.
  • This PM supervises and integrates the performance of the program Integrated Product Teams. Management of a diverse team to include US (CONUS & OCONUS Expatriates), Saudi Nationals and Other Foreign Nationals. Develop customer and program enhancing partnerships with internal functional organizations, such as contracts, finance, procurement, operations, engineering, mission assurance, logistics, and administrative functions.
  • The PM provides leadership of the overall performance and reporting of critical partners in support of the achievement of prime contract technical, schedule, quality, and financial objectives. This includes providing performance metrics to the programs supported, identifying corrective actions, and taking the necessary steps to resolve issues to ensure quality, schedule, and cost requirements are achieved.
  • Partners with all in country (KSA) and CONUS functional leaders to successfully execute and achieve all program milestones and collection of related credits
  • Acts as the primary customer point of contact, provide program status and report system performance. And build and maintain strong customer relationships at the customer program level, ensuring customer program requirements project level are being satisfied.
  • Oversees and manages relationships and performance of critical subcontractors withing the Kingdom of Saudi Arabia
  • Provides surveillance of the IPDS process for all assigned Raytheon programs in Saudi Arabia – chairing routine internal and external program/status reviews (e.g. SFR, SDR, DDR, etc.) and resolve risks and issues as they become known
  • Focuses, evaluates, motivates, and rewards the program team to help achieve stated goals and business objectives for sales, cash, bookings, and profit
  • Coaches, mentors, and provides performance feedback to direct and indirect reports.

Qualifications You Must Have:

  • A bachelor’s degree in related field
  • A minimum of 10 years of experience
  • Broad knowledge of program management principles and tools
  • Strong experience in program planning, budgeting, and tracking to cost and schedule
  • Strong experience with Risk & Opportunity management
  • Advanced management and leadership knowledge to lead cross-functional project teams
